I have examined the accompanying Ordinance intituled

An Ordinance to amend the Arms and Ammunition Ordinance, 1900,

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2.

The object of this Ordinance is to render far more deterrent the powers of a Court with regard to punishing persons in possession

it being felt that in many cases persons in possession of arms are potential armed robbers and have every intention of commit- ting armed robbery, and should be dealt with severely, in a bad case.
